West University Place is an independent city of about 2.0 square miles, entirely surrounded by Houston, Bellaire and Southside Place. Kirby Drive forms the east line, Bissonnet and Law Streets the north, Bellaire Boulevard and West Holcombe the south, and the Union Pacific tracks the west. The first lots sold in 1917, and the city incorporated in 1924. Its name comes from neighboring Rice University, and many streets carry the names of authors.
The housing stock has changed fast. Early bungalows and cottages from the 1930s and 1940s have largely given way to larger custom homes, and roughly half the older houses were replaced in the 15 years ending in 2002. Today a West U move might mean a narrow original cottage on one block and a three-story new build on the next. We plan stairs, entries and truck placement for the specific house, not a generic floor plan.
As a separate city, West U has its own ordinances. The noise ordinance sets residential quiet hours before 7 a.m. and after 7 p.m. on weekdays, before 8 a.m. and after 5 p.m. on Saturdays, and before noon and after 5 p.m. on Sundays and city holidays. We schedule loud work, like disassembly and truck loading, inside those windows. City Hall and the police and fire headquarters sit at 3800 University Boulevard.
